Could an Intel HD Graphics be better than an actual graphics card (nvidia GeForce gt 620)?

Very rarely. Even an archaic 8800GTS can bean HD4600. For reference, the 8800GTS came out in 2007.

The only onboard graphics worth looking at is Intel's Iris Pro and AMD's line of APUs.
