Random idea, probably won't work but what if he could build apartments and allocate each plot floor to a specific individual? This could make inns a reality as you could assign someone to a floor for a specific period of time. For apartments, the build/destroy permit could be for 4blocks high and 16x16blocks or something.

    How it could work

Instead of plots taking up every space on the Y-axis, apartments will allow the user to claim a portion of a plot's y-axis. For example, one apartment would be *** tall to ***tall. to claim that apartment a person does /plot apartment claim. Apartment heights can be set by the owner of the plot(the owner of the plot can touch individual apartments even though they're privately owned like a mayor and plots). With inns, a person could be able to store there stuff in an apartment for an allocated period of time.

Random idea, probably won't work, have any suggestions, leave em' below.

Last time I was on the server, I did something like this without much trouble. Correct me if I'm wrong or things have changed, but I honestly don't really see this "beneficial" to the server. Yes, it's a Towns thing and acts like Embassies. But there's really no point in it. Does this suggestion also apply to those who aren't in the same town? If so, there's embassies. And for plots, if there's tax, they just need to have the money for it to keep it. Not that much of a challenge.

It would give the server and the way towns operate a different aspect. Low cost housing vs more affluent individual plot owners. Could have low or no taxes on apartments and high taxes on plots.

I have seen this on another server and I think staff or the mayor had to physically allocate the apartment space to each resident by placing a certain block in the one lower corner and opposite higher corner. If it's not too complicated to implement and the extra commands are easy enough then I don't see a problem with it.

I just don't know if that would be compatible with the way towny works currently, meaning it would be a server wide change forcing everyone to use the new model which would be problem. If it's optional yes, if not no.

Also, you would need a larger player base for this to have any purpose.

It's a very difficult task and highly unlikely because one plot is a single chunk, attempting something like can go south real quickly. We went over a suggestion about year and a half ago that would allow players to set the plotsize to their own dimensions but with how touchy towny is the negatives outweigh the positives in this case. One false move and you town is *poof*.

Don’t plots differentiate on y level as well as x and z?

    Plots are per chunk
1 plot is 1 chunk and 1 chunk is 16x16x256 in where blocks can be placed

The idea would be great in a situation where finding land is scarce, this is not the case in meepcraft, though it is a neat little idea I see no potential value in this to meepcraft

Would love this, but touching the towns plugin is like touching a rose bush.

Seriously, someone needs to rewrite Towny! I like the suggestion but it's too much work to implement, just as @Vexena said. I just find it funny that in most Towny suggestions it has to be mentioned how finicky the plugin is! Someone needs to rewrite their code if it's so rigid.

Denied due to being too complex to implement (see other suggestions like this).
