I am having this problem in my town where my assistants are always really helpful with getting people into plots and adjusting plot prices .etc, but they're always claiming new plots without permission. I wanted a way to limit their plot claiming, but still let them adjust prices as they see fit when selling plots.

Therefore, I propose that the command /t rank add salesman be added. this rank would allow a towns member to do
    -/t add [player]
    -/plot fs [price]
    -/plot nfs
    -/plot set [reset|embassy|shop|arena]

this would be like a higher level of the recruiter rank which would allow the promoted staff member to change plot prices if, say a new player with low balance comes to town, the town staff member could give them a discounted plot since they have a low balance.

This should be fairly easy to implement as you could just duplicate the existing recruiter rank, change the name and add some more permissions. my guess is it would be around 2-3 days at the most to implement.

Hire better assistants. Or set rules. or both.

-1. no need to add yet another rank.

Or just tell your assistants you will demote them if they claim land without permission.

I suggest for you telling your assistant to use tonwy map to look for current available plots before claiming and when it comes to set prices make a plot price base for the assistants to make it. So tell them please use towny map to look for available plots before claiming and when you do make the make the plot for sale make it 100 or something along the lines of that.

At the end of the day you make your town assistant people you can trust, people could be a recruiter then when you upgrade them they start claiming plots and stealing peoples items.

If your town assistants do not listen, kick them to the curb or demote them to recruiter.

-1 personaly because I will not give people that rank, my town staff is a circle that I trust and assistants already have those permissions.

Yeah, I have not yet found anyone I would trust for Assistant. If they're asking to be ranked, then they most likely don't deserve anything past Recruiter or Builder. I have new residents all the time asking to be town staff. I typically let them try out Recruiter, but I have a rule that they have to get at least 1 new resident every week (lightly enforced, but it's a clause to let me demote them with clear reason).

With that said, I've had problems similar to yours (staff claiming clear plots and building and trying to sell houses on them, when I need them to stay clear for new residents). You just have to set boundaries, such as in my case enforcing that no more pre-builts can be created until the existing ones sell, and that an equal number of clear plots need to be maintained to balance the pre-builts, etc, etc.

Thanks for the suggestion but we believe the assistant rank encompasses what you're describing perfectly. I suggest that you hire assistants that you trust. Have a nice day!
