I hate when people say they dont have artistic talant. Its because they dont practice. Practice a half hour a day and Youll get better. You dont even need that many tools.
As a base, Id reccomend like 24 + crayola pencils[or crayons. They are seriously underrated.], an actual drawing or pencil sketchbook, a 2b, hb, and 2h pencil, a regular black ballpoint pen, a white gel pen. These shouldnt cost you more than $20. This should give you the ability to draw whatever ypu want...
Also like 80% of the tips and techniques I know are from articles and youtube videos and speedpaints etc
If anyone wants links to those, Ive got a lot so I wont put them here, but half of art is knowing how to use your supply and how drawing works.
Also, learn color theory basics [more important than you think] and USE A REFERENCE PHOTO.
The tools do not make the artist and nor do the knowledge so not all of that will apply to everyone but keep in mind everyone who is amazing has been drawing for probably every day for year and years.
