As someone who was previously staff and assume that the system is still relatively the same, no.
First of all, modreq stats are already available to staff members. Adding it to the forums and making it public information would lead to stupid popularity contests and unnecessary competition between staff members, likely also causing people to start valuing quantity over quality which is not what you want.
Furthermore, I'd say that at least half the modreqs, at least when I was staff, were filed by people who promptly logged off or never answered. Having the user have to /accept would not only lead to issues with vindictive users not allowing the moderator to close the modreq but would also cause problems with people who were not online or were afk not being able to type it.
The modreq cycle is a silly idea as well because not all moderators/helpers can do all jobs at all times. What if the cycle decided it was your turn but you had to log off? You'd be unable to do so. It's better for moderators to be able to claim the modreqs as they can rather than having an arbitrary cycle placed upon them.
TL; DR: Not only is this unnecessary and pointless, it would make staff's job harder and generally not be beneficial to anyone in any way. -1.
