Optifine itself doesn't do much to speed your client up. You need to change your settings to low to get any results, really. However, this doesn't have much of an effect for most people because most of Meepcraft's lag is on the server side.

I find optifine does actually speed your client up even with higher settings, is it a huge difference? No.
Does it still help on low end computers? Yup

If you get decent amounts of lag when playing SP it should help but Ya a lot if people have issues with meeps lag (or connection)

 

Optifine is a great add-on to minecraft, my favorite part of Optifine is the "Zoom" feature. The purchase of buying a Cape itself seems pretty cool. I never had a cape, but I can imagine feeling pretty epic with one. Hail Optifine!
