I only find things sad if there's enough character development. :/ The only part that I even came close to crying to was when Enju found out what happened to her class mates.

Yeah, the whole anime was written rather lazily, pick up the LN/Manga once it's finished being translated. I hear it's much more detailed.
That being said, you missed out on the Black Bullet Hype Express, else everything woulda hit you much harder, because hype.
(hyped anime are really fun)
