Resetting is the dumbest option it is. You're trashing everyone's time investment.

Copy and pasting wouldn't be as easy as you think, an admin would have to use an external program such as mcedit for that and with the amount of towns there is..I highly doubt them doing that

It just puts the server in a terrible spot with its money spending populace that its bound to become financially unstable rather than do any actual good for the server. Without a way to give confidence to remaining customers, who wouldn't ever really have a reason to "donate" again out of fear of a wipe, theres no point to consider this as an option. Resets mean people lose. People don't like losing. People don't like losing even more when it comes to their hard earned money.
Last thing, almost none of these comments are related to the actual suggestion, which is combining Towns A and Towns B into a single towny world, not a towny reset. Way to derail the guys suggestion.
To comment on the actual suggestion, thats a very lengthy process and the last time something of this scale was tried on a server, it shut down for about a day and lagged the server for weeks (towny biome reset). It was originally separated into two worlds to decrease lag on a server that had more active towny players. Now that the server has less people, making it into one world could mean less stress for the server. I honestly say no because it doesn't seem worth it in the end. I don't think the people that would come back and stay would be greater than the people who would leave.
I think people would chargeback and I think while some players will be happy, more will be extremely angry.

All the mayors would quit, though new player may join and make towns, like 30% of the active server would be gone, meep can't afford to lose that many.

Also, if you have a town and you would willingly give it up, what kind of mayor are you. I have devoted countless hours to meep to build my town to almost 300 residents. More people than is possible to know well (average is about 250) mentally, yet, somehow you can love it as a whole. I say complete reset, towny and eco. Let players sell stuff and then give them a percentage of that for the new towny.

Resetting the server would cause people who invested time or money to quit, because they never know when it'll be reset again. By resetting, you've effectively made everyone's time and money worthless, and will quickly realize that you'll lose most of the dedicated community members who are left.
