Most pwarps lead to businesses that do generate meebles, so that's how they're paid for. Adding a pwarp use fee might interfere with that business and cost the owner money. And coming up with a business plan that pays for the pwarp plus other expenses does add to the challenge.

Reducing the pwarp daily maintenance would allow for more businesses to be successful, because I've seen several where the business they do can't possibly bring in enough to pay the daily maintenance. So that's one alternative I could +1, and it's an easy fix.

Another alternative would be to make the pwarp use fee optional, just like plot or resident taxes. The pwarp owner could set whatever amount they like. Additional code would be required to tell the user what the pwarp tax amount is and allow them to confirm or cancel (this could be skipped where tax =0). It's the more complicated solution and might be an annoyance for ones we use frequently, but it does allow for people to control how they want to use it.
