I enjoyed reading your application, and I think you've shown some of the qualities of a good helper (like dedication, great activity, knowledge about the server, and a desire to make MeepCraft better), but first you're going to have to show that you can follow the rules that you'd be charged with enforcing. Lead by example. I'd also work on bringing out more kindness, helpfulness, patience, and maturity.

I really don't care about the immaturity you have, I just think you're funny. But there are SOME times that you kind of go "over the line".

My personal advice to you is to read through these comments and use the constructive criticism to improve yourself and try not to get banned for at least a month before you apply again.
