The description is pretty simple, say I (owner of mooville) wanted to annex ravenna. I would type /t annex ravenna. (for example) This would send a request to their mayor,@Vexena, to be annexed by mooville which would have to be accepted and then confirmed by the vexena. Mooville would annex all of ravenna’s residents and plots (keeping their owners.) Mooville’s rules and taxes would apply to the ex-ravennians. If mooville had any tax higher than that in ravenna or any new/different rules,a notice would have to be placed in ravenna as if it were a rule/tax change. The ravennian town bank would be deposited into vexena’s balance and no ravennian staff would keep their rank and would have to be repromoted.

*Disclaimer, I specifically used ravenna as an example because i have no desire to annex it*

I really like the idea (My first forums post was to implement such a thing), but a few months ago it was silently moved to the reject bin. I don't know whether if it was due to time or energy constrains, inability due to the towny plugin, or newfound dislike, or maybe a combination of the above. I hope your suggestion fairs better than mine.
